If you don't want to pay for the upgrade plans (up to 1T), you can look for some unlimited cloud services like Google Photos, or directly transfer the photos from i Device to local hard drive and upload photos from computer to i Cloud when mobile to mobile not syncing trouble occurs.
In reture, if your computer failed to upload photos to i Cloud, it's also feasible to sync those photos to i Phone/i Pad for smoothly syncing them to i Cloud.
Unlike Apple's other devices, your Apple TV can't download images from the web or Messages to add to your Photos library — it relies solely on i Cloud's photo sharing options to present your images.
As such, you'll need to log in to i Cloud on your i Phone, i Pad, Mac, or PC to make that happen, then turn on one of i Cloud's photo sharing options.
I can see that album on my i OS devices, but not on my other computer (all of them are on the same i Cloud account).
